Canada Post Building Condition Assessment (BCA) Pilot Program

Project Overview
Infrastructure United was selected by JLL to deliver the Canada Post Building Condition Assessment (BCA) Pilot Program, covering 33 facilities across Ontario, Québec, and Newfoundland & Labrador. The assignment required full compliance with Canada Post’s standards and the use of technology for digital data collection and reporting.
This initiative parallels the Municipality of Red Lake’s requirements, as it involved multi-site assessments, lifecycle forecasting, risk prioritization, and actionable reporting to support long-term asset management strategies. The work demanded efficiency, consistency across geographically dispersed facilities, and the ability to integrate findings into an existing asset management system.
Key Components
- Conducted comprehensive walkthrough inspections of each facility, capturing data across all major systems (structural, architectural, mechanical, electrical, plumbing, and site infrastructure).
- Asset-level data collection: condition ratings, replacement timelines, asbestos presence, and costed repair recommendations.
- Photo documentation and detailed reports for every asset, with emphasis on critical deficiencies and risk items.
- Facility reports standardized through advanced mobile technology, ensuring consistent action plans for risk mitigation and capital planning.
- Deployed regionally based assessors, including bilingual staff for Québec, ensuring smooth communication and regulatory alignment.
- Trained all field staff on standardized digital reporting methods for consistent, real-time documentation.
- Implemented a multi-tier quality assurance process to review technical findings, cost estimates, and photo records before submission.
- Delivered status updates and executive summaries at each phase, supporting Canada Post’s capital planning needs.
